5 Strongest Main Heisei Kamen Riders (& The 5 Weakest)

Throughout the decades there have been different eras that define the Kamen Riders as fans know it. The Showa era introduced people to the original Kamen Rider who used his cyborg abilities to stop the evil organization known as Shocker. Over time there have been many riders going all the way into the Reiwa era with Kamen Rider Zero-One, however, what brought most fans into the series was the Heisei era riders.
These riders were not only incredibly relatable but are also all incredibly distinct in power levels. But who are the strongest riders and who is the weakest? Here are the five strongest Kamen Riders of the Heisei era as well as five of the weakest in the series. Viewers are warned of spoilers.

10 STRONGEST: Kamen Rider Ex-Aid

Starting off this list is Kamen Rider Ex-Aid, whose power set was inspired by video games.  Like the Kamen Riders that have come before him during the Heisei era, he has plenty of strong physical strength and speed, while also using a variety of abilities based on the games he has in his disposal.
But what makes him incredibly powerful is Kamen Rider Ex-Aid's hyper Muteki form. Not only does it make him virtually stronger than anyone in his show, but his form also allows him to be completely invincible as it is able to negate a variety of status ailments like time stop.

9 WEAKEST: Kamen Rider Double

Kamen Rider Double is the first Rider of Heisei Phase 2. Being a fusion between the brilliant Phillip and the detective Shotaro, they are able to combine their strengths to become a strong Kamen Rider. With their final form, CycloneJokerXtreme, they are able to have the power of infinite knowledge.
However, in spite of these strengths, it is sadly still incredibly weak from a physical sense. Still, Kamen Rider Double has been able to win despite this in the past.

8 STRONGEST: Kamen Rider Build

Kamen Rider Build is the second to last Heisei rider and is one of the strongest. With his Build driver, he is capable of creating virtually unlimited possibilities thanks to the matches of the fullbottles.
By transforming into Kamen Rider Build Genius, he is capable of using the full power of all the fullbottles while also contending against Evolto who creates black holes with ease. This, by the way, is beyond planet busting levels of power.

7 WEAKEST: Kamen Rider Den-O

Kamen Rider Den-O is an interesting case. Throughout his show, he is capable of travelling to the past thanks to his Denliner train. On top of that, by using some Imajin he is able to use multiple abilities as Kamen Rider Den-O to fight anyone.
The issue lies in the fact that his power output outside of this is fairly low. Even when he is in liner mode, it isn't enough to deal damage against Riders that are shown on the list later on. He does, however, have the ability to be immune to time manipulation.

6 STRONGEST: Kamen Rider Gaim

Kamen Rider Gaim might not seem to be much on the surface. As he is able to use the fruits of Helheim in order to become a Kamen Rider. But over time, especially at the endpoint of his series, Kamen Rider Gaim eventually became the Man of Beginning. There he has become a borderline god and is capable of summoning Helheim Inves from another dimension. No one can really stand up to him except for two other Riders later on the list.

5 WEAKEST: Kamen Rider Ryuki

Kamen Rider Ryuki is one of the 13 Kamen Riders that are in the show. As he is a part of the Rider war he has a lot of experience when it comes to dealing with other Kamen Riders. What's more, he is capable of using a variety of different attacks like Dragsaber or the Dragon Rider Kick.
But once again and very similar to Kamen Rider Den-O, his physical capabilities isn't up to snuff compared to the other Riders on the list.

4 STRONGEST: Kamen Rider Decade

Kamen Rider Decade was the original anniversary Rider out of them all and he is also easily the second most powerful in the series. Kamen Rider Decade is capable of copying the exact same Kamen Rider ability as anyone in max power.
Not only that, but Kamen Rider Decade is also capable of virtually destroying worlds, making him one of the most dangerous characters in the entire franchise.

3 WEAKEST: Kamen Rider Hibiki

Kamen Rider Hibiki is a very interesting character. Unlike the other Kamen Riders on the list, he is actually an Oni as it's what his true form is supposed to be. Not only that but the power output that is put across his Oni forms are quite powerful as he can deal vibrational damage as well as long range attacks.
However, even though his physical output is quite strong, he doesn't offer much when it comes to versatility especially with characters later in Heisei.

2 STRONGEST: Kamen Rider Zi-O

Capping off the strongest of the Heisei Riders is none other than Kamen Rider Zi-O. Thanks to his ability related to time itself, Kamen Rider Zi-O is capable of many powerful things such as foresight and the ability to bring clones of previous Kamen Riders onto the battlefield.
Not only that, but Kamen Rider Zi-O power output simply outclasses everyone before him in a landslide. As he is casually able to one-shot a multitude of Kamen Rider villains in a single blow. There is a reason why Kamen Rider Zi-O is the king of all of them.

1 WEAKEST: Kamen Rider Faiz

To finish off this list is Kamen Rider Faiz, who is one of the weakest main Kamen Riders in the series. Kamen Rider Faiz is often in a world that is quite grounded compare to what happens later in the Kamen Rider franchise. Utilizing the Rider Gear, he is able to defeat the Orphnochs.
However the issue isn't just his physical output being vastly weaker than the majority of Riders before and after him, it is also the fact that his equipment isn't good enough to contend with any either. That being said, Faiz does have the capacity to get stronger than his main show as his crossovers prove to suggest. But nonetheless, it is still nothing compared to someone like Kamen Rider Zi-O.
